|
The
Moukhtar is the “elected person” who takes in charge the personal status of
the citizens in a village. He is legally responsible to assert facts and truth
about them. The
citizens of M Y elect one Moukhtar and three members of a council. Back to top

According
to the people of M Y: -
Sheikh Geryes ANTOUN;
-
Sheikh Hanna KHOURY EL MOUKAYAR, who was a “Sheikh Solh” (a peacemaker)
during the WWI until Sheikh Naoum Yaacoub MOUFAWAD was assigned.
According
to the official documents: -
Sheikh Naoum Yaacoub MOUFAWAD (1894- 1972; mother’s name: Sabat ABBOUD) was
assigned in March 26, 1925, according to the resolution number 61, which was
issued by the “Moutasarifieh” (the provincial government at that time),
and to the suggestion of the director of “Nahiet el Kateh”, Khalil GHOSN,
to delegate Sheikh NAOUM as Moukhtar. He was therefore asked to make necessary
tasks to receive the official sealing.

Mr. Yousef Khalil NASSIF who was assigned in 1940 for two years. He was
discharged according to the resolution number 1315, issued by Mr. Moussa
NAMMOUR, the Minister of the Interior (Home Secretary) on September 17, 1942
and therefore, Sheikh Naoum Yaacoub MOUFAWAD was reassigned. Elections
were then made. Sheikh
Naoum Yaacoub MOUFAWAD was elected according to the decree number 1988-
1720, and as stipulated by the article 5 of the Law of the Moukhtars issued on
Nov. 27, 1947, and joined to the article 38 of the Law of the Municipalities.
After referring to the report of the committee stipulated in the article 19 of
the Law, it was considered valid the election of:
-
Mr. Naoum Yaacoub MOUFAWAD, the Moukhtar of M Y, and: -
Slaiby Habib EL MOUKAYAR; -
Yousef Tannous EL MOUKAYAR; -
Kozheyyah ABDALLAH; -
Elias Selim EL MALLAH, as members of the council. It
was asserted by Mr. George HOMEIRY, the Minister of the Interior, on June 24,
1949. In
1953, new elections were made. Mr. Nassif Youssef Nakhle EL Mallah (also known
as Nassif CHAMY) won. On May 15, 1953, he took in charge his responsibilities.
But due to reasons regarding his personal record his election was annulled and
new elections took place. Sheikh Youssef Mikhael EL MOUKAYAR, also known as
Sheikh Joe BOU MATAR, won. On
June 06, 1963, Mr. Joseph Elias DOUMIT was elected along with: -
Mansour Hanna ZAKKA (died in France on Aug. o8, 1079); -
Tanios Chaker EL HAKIM (died in M Y on July 01, 1982); -
Nakhleh Abdo EL BADAOUI (born in M Y in 1925); -
Slaiby KABALAN (died in JAL EDDIB on July 10, 1976); -
Elias Selim EL MALLAH (died in M Y on Oct. 14, 1979); -
Maroun Antoine EL MALLAH (born on July 31, 1933). The
elected Moukhtar took also in charge the affairs of the deceased Moukhtar of
Dick El Mehdi only until a new one would be elected, and that according to the
decree number 25 issued on April 08, 1985 by Mr. Khalil NASREDDINE, the
assigned commissioner (Qa’immaqam) of the district of Metn (Kada’ el
Metn). When
the Moukhtar Joseph Elias Doumit died, Mr. Nakhle Abdo EL BADAOUI was assigned
to replace him for he was the older of the members until a new Moukhtar would
be elected, and that according to the decree number 337, issued on Dec. 08,
1987, by Mr. Khalil NASREDDINE, the assigned Metn District Commissioner. He
took in charge the responsibilities until May 24, 1998 when new elections took
place. Mr.
Toufic Naoum MOUFAWAD won along with: -
Issam Habib HEBBOU; -
Joseph letfallah KHALIL; -
Adel Fares HEBBOU.
But
the new Moukhtar soon died (Dec. 26, 1999). Therefore, according to the decree
number 60/2000 of Sep. 03, 2000, Mr. Issam Habib HEBBOU was in charge for he
was the oldest member in the council. Back to top
