A- Introduction :

The very first municipal council in M Y was composed of 7 members, including the president and the vice-president.

Nowadays, the council is composed of 9 members as stipulated by the Law of The Municipal Elections which increased the number to at least 9 members.

B- The First Municipal Council (1961):

In 1961, the Municipality of Mazraat Yachouh was established and the first Municipal Council was elected according to the municipal decision number 1 of Dec. 29, 1961.

It was composed of:

- Antoine Youssef Abboud EL MOUKAYAR, president;

- Khalil Youssef NASSIF, vice- president;

- Kezhayya Habib El MALLAH, member;

- Adib Naoum MOUFAWAD, member;

- Youssef Slaiby EL MALLAH, member;

- Menhem Antoine EL MOUKAYAR, member;

- Issaf Kabalan EL MOUKAYAR, member;

It was then asserted by Mr. Khalil BAAKLINI, the president of the Village And Municipal Affairs, on Feb. 14, 1962, and by Mr. Fadel HAMAWIYEH, the Metn District Commissioner (the QAEMMAQAM), on March 03, 1962.

C- The Assigning of the Municipality Affairs to the Metn District Commissioners :

Due to a disagreement between members at late 1963, the Minister of Interior dissolved the new elected council and assigned the district commissioner (D C) Hamid KHOURY to do the job. The D C was held responsibilities from 1963 to 1968. 

The Minister then assigned the D C Elias NAJM, according to a decree number 10840 of Sep. 09, 1968. He remained until Nov. 10, 1984, when the president of D C, Khalil NASREDDINE was assigned according to the Minister of Interior resolution, number 89/ad of Nov. 10, 1984. 

And, according to a decree number 6213 of Jan. 14, 1995, the D C Joseph HOBEISH was assigned until May 24, 1998 when the Municipal Elections took place.

D- The New Elected Municipal Council (1998) :

Not once during 73 years did the Municipal Elections take place. On May 24, 1998, ME finally occured.

According to Michel El MURR, the Minister of Interior, record number 280/sm of May 29, 1998, in which he states the names of the winner candidates as members of the Municipality Council of M Y;

According to the Metn D C invitation to the elected members to hold an assembly in order to elect a president and a vice- president;

The elected members held their first meeting in the QAEMMAQAMIEH (the Administrative District) with the presence of the D C on Thursday 04/06/1998.

The results were:

Slaiby EL MALLAH, president;

Kamal KHALIL, Architect, vice-president;

Maroun MENHEM also known as Fouad Tanios MENHEM, Architect, member;

Joseph EL MALLAH, member;

Selim EL MALLAH, member;

Elie ZAKKA, member;

Joseph HEBBOU, member;

Elias ELIAS, member.

On 03/07/2001 , and after 3 years, due to the raison of his stay outside Lebanon, Mr. Kamal KHALIL,  vice-president,  was discharged from his responsabilities, and Mr. Joseph HEBBOU, member of the Municipal Council was elected to replace him as vice-president.

E- The  Elected Municipal Council (2004):

According to Elias El MURR, the Minister of Interior, record number 244/4 sm of May 2, 2004, in which he states the names of the winner candidates as members of the Municipality Council of Mazraat Yachouh;

According to the Metn D C invitation to the elected members to hold an assembly in order to elect a president and a vice- president;

The elected members held their first meeting in the QAEMMAQAMIEH (the Administrative District) with the presence of the D C on Monday 17/05/2004.

The results were:

Wassim ZAKKA, Lawyer, vice-president;

Selim EL MALLAH, member;  

Chaker HAKIM, Architect, member;

Nassif EL MALLAH, member;

F- Projects accomplished by the Municipality since 06-06-1998 :

- As to the real estate :

The Municipality bought :

- An estate in order to build a playground and public gardens and institutes, according to the decree number 3590 of August 08, 2000;

- an estate in order to build a complementary and secondary public school, according to the decree number 1 of Jan. 01, 2001;

- an estate in order to build a municipal center, according to the municipal decree number 45 of Aug. 31, 2001.

- As to the developmental projects :

1-  The Infrastructure :                   

The Municipality:

- set a sewerage system in the neighborhood of Elyssar- M Y in 1999;

- set a sewerage system in the upper part of M Y during 2000-2001;

- set, during 2000- 2001, a ditch (a drainage channel) in the industrial region that can contain rainwater running from Elyssar, the main road, the western parts of M Y and the industrial region. This water holds real danger for buildings and factories.

- collaborated in restoring and repairing water channels during 1998- 1999;

2-  Roads and Streets :

The Municiaplity :

- inaugurated on June 02, 2001, the “Municipal Boulevard”: it’s a typical street for only pedestrians. It is provided with benches and lights, and it is garnished on both sides of the sidewalks with flowers and trees.

- built the road called “Diarouna Road” in collaboration with the Municipality of Zakrit in order to limit the traffic on the road that joins M Y to Zakrit.

- plans to build the “Elyssar Boulevard”: it’s a 500- meter street in Elyssar, provided with lights, sidewalks and trees. Work will start on 2002.

- sets Illumination: every year, the M of M Y sets lights and establishes new networks in the newly built streets and sidewalks. It also replaces old lights with Sodium lights;

- makes sanitary projects: A group of workers hired by the Municipality always clean the streets and regularly spray insecticides.

3- Educational Activities :

The Municipality tries to realize the project of the new school. And each year it offers aids to the present school: computers, laboratory equipment, heating system… to enable it to carry on until the new building is accomplished.

4- Hygienic Activities :

The Municipality supports in all means the municipal dispensary of Mazraat Yachouh so that it continues on doing its task the best it can.

5-  Social Activities :

The municipality helps social and religious institutions in Mazraat Yachouh.

It restricted its support to the following institutions:

- the Finance Committee of Saint Maroun Church;

- the Lebanese Red Cross;

- Caritas.

It also continues on accomplishing the projects according to what the municipal council has first planned.
